All the main menu's are in english, the voices are in english (with japanese subtitles). Some of the sub menu's are in Japanese but nothing that stops you knowing what is going on.
I also checked online and it seems all the racers were Japanese. Again, not a major problem given its not the most complicated games to play. Not sure if you can play against someone with a US/EU version online.
