A member of Playstation's Official EU Blog asked when will Sony release the Skype App for PS Vita and a Playstation Rep Jawad Ashraf replied with:

“Looking at the tail end of the month at the moment.”

So that confirms that Skype will be able for the PS Vita before May and around late April.

If you purchase Street Fighter X Tekken for your PS Vita you will not only be able to play online against PS Vita players but also PS3 players. This truly has me excited and can confirm I will be picking the game up for my PS Vita.
