Gouken - You must first have beaten the game with Akuma. Then play through Arcade Mode with a character you've already beaten it with and during this play through you must get two Perfects and three Ultra Finishers without losing. You may have to do these in a row, ie get two perfects, then two Ultra Finishers (Unconfirmed)
