Cupboard/closets in apartment buildings or when wandering in the streets sometimes people will ask you for food/medkit and in return they'll drop hats/jackets/boots for you to pick up

And one thing to note, is that the only loot that can be taken from you in a Dark Zone, is Dark Zone loot that you can't extracted yet. Once you extract the loot, you can go decontaminate it at your base of operations, then equip it and use it at will. If you take unlocked loot back into a Dark Zone it's still yours permanently, no one can steal it then.
