For security purposes, Sony Computer Entertainment America (SCEA) recently made changes to their credit card security system. One of the changes had to do with the information provided on one's card had to also match the information set up on the PlayStation(R)Network account. If not, then the PSN account, PLAYSTATION(R)3 computer entertainment system and credit card would be "frozen" from using the PSN. It appears that is what is happening in your case.
