Sorry for the English, but I found a solution...

Okay so I live in Romania and have been having this same problem for about a week. I bought GTA V to play online and kept getting the error code "WS-37271-0" when I tried to do so. Also I couldn't access the PSN, all it gave was error code "E-82000002".

Very frustrating and no one would help me. PlayStation support are useless and the majority of people who play online are in places like the US and UK and don't have this issue.

SO, I found this thread and it has been a big help. This is step by step what I did:

1. I connected a LAN cable to my PS4 (was previously using wireless) and then I changed in my PS settings to reflect this.
2. I restarted the PS4 in safe mode (to do this keep your finger on the power button when starting up until you hear a beep) and I updated my system (option 3).
3. Then when my PS4 reloaded I made a new profile with a new PSN account with an address in the United Kingdom. Just search for a restaurant or something in London and get the postcode. Very easy.

Now everything is fine. The home screen is totally different and shows news and all the other stuff and I can login great to PSN.

One point to add... If you want to play games online you need a PlayStation Plus subscription. You can actually do this without adding your credit card by buying a code online. I used pock.io (no verification needed), but only thing is you have to pay with Bitcoin. I think in Romania they even have Bitcoin ATMs now, so there's really no reason not to get some. There are also other means to buy Bitcoin with cash, just search on Google.

Oh and I forgot to say once you have fixed this with the LAN cable, you can remove it and go back to using wireless. Just remember to reset your settings though
