There's a questline for finding Triss. You eventually gain access to this place by following a thief. It's pretty much the first main quest you get when in Novigrad.
Right after you con the doorman into opening the door, walk inside like 3 or 4 paces and turn left. There's a door that looks pretty damn ornery. It doesn't even look like a door to be honest.
His name isn't actually shady merchant. Just merchant.
