I got a reply from Warner Bros support:

"At the moment the Joker DLC for Arkham Asylum is only available in the US. We are aware of this issue, and have escalated it.

Unfortunately at the moment I cannot give you a confirmation of if/when it will be available again for our European customers.

We apologise for the inconvenience and disappointment this issue may have caused, and advice you to check back at a later date."
